The book includes a series of essays on the evolution of the public building culture in Flanders, and the role played by the master builder and the Open Call in this.

The essay collection is a co-edition of the Flanders Architecture Institute and the Team Vlaams Bouwmeester and appears in a Dutch and an English version. It was curated by Maarten Liefooghe and Maarten Van Den Driessche, curators of the traveling exhibition ‘Open Call. 20 years of architecture in public commission’, which will be presented for the last time in an expanded version this autumn in De Singel in Antwerp. Together with other researchers and critics, they shed light on, from different angles, why the Open Call does not want to be an architectural competition, and at the same time it is much more.

Did architectural criticism pave the way for master builders and the Open Call in the 1990s? Does the key to quality lie in smart processes? What is a ‘strong’ public client in a democratic system? What does the Flemish Government Architect do and what has the Open Call brought about in twenty years? What do the individual projects mean in their broader spatial context? Can architects meet a collective desire with singular designs? How does the Open Call keep up with the broadening of architectural practice and the evolving competition culture? Eight authors look back on two decades of architecture commissioned by the public and offer current reflections.
